Subsequently, Scott practiced in the law firm Lively & Wiswall of Springfield, Oregon, initially as an associate, then as a partner.

Upon his return to Iowa, Scott joined the Iowa Department of Justice where he served as an Assistant Attorney General for nearly 30 years. Following an initial period in the Administrative Law Division of the Attorney General’s office, Scott became a part of the Commercial Law Division and served as general counsel to the Insurance Division for nearly 10 years. He also represented the Division of Banking, the Credit Union Division, the Department for the Blind, and numerous other State of Iowa agencies.
